The following position is to join our Corporate or Research Center Team:

The Proposal and Documents Production team provides professional document services that support Raytheon Technologies’ bids for new business (proposals), program technical documents, and other company documents.  This nationwide team has two regional managers; we are seeking an experienced person to lead the western U.S. regional team of graphic designers, editors, production coordinators, and desktop publishers.

Successful candidates will have at least 8 years of experience producing proposal documents according to the specifications of various U.S. Government defense agencies and 5 years of experience managing teams of document production specialists.  Candidates also will have expertise in one or more of the following disciplines: technical editing, graphic design, or document layout and must be proficient in Microsoft Word, Excel and PowerPoint.

Responsibilities to Anticipate

The Proposal and Documents manager performs all aspects of team leadership including staffing, scheduling, forecasting, team oversight, and budgeting.  The manager assesses employee effectiveness, gives performance feedback and guides career development. The manager is responsible for all aspects of proposal and document production including anticipating and mitigating problems and risk and communicating these to senior leadership.

The manager works in close collaboration with the East regional manager to ensure seamless support for all proposal and document requests and alignment of the nationwide team.  Together, the regional managers develop and maintain proposal processes and templates, write team goals, create consistent communication to the team, and work on projects assigned by the department director to meet organizational objectives.  The proposal environment is deadline driven and extremely dynamic, which requires the manager to develop flexible support plans that include weekend and evening hours.

Important to the role is establishing and maintaining relationships in the Capture Management Excellence and Business Development communities to obtain proposal forecasts, communicate support plans, discuss processes, and resolve issues. The manager will interact with customers on higher-visibility complex projects and serves as an escalation point for resolving customer issues. The position will occasionally require direct support from the manager to provide project management, graphic creation, editing, proofing, or document formatting with the expectation that the manager will personally engage in some customer projects in response to selected requests.

Required Skills

  • Minimum 8 years of experience producing technical defense proposals

  • Proven leadership skills, including leading proposal production teams to completing large, complex technical proposals

  • Ability to analyze RFP/BAA requirements and verify proposals comply with formatting instructions

  • Advanced knowledge of proposal industry standards, processes, discriminators, government proposal methodologies

  • Experience implementing change initiatives and process improvements.

  • Consistent record of delivering results.

  • Demonstrated ability to multi-task and plan contingencies.

  • Strong written and verbal communication, including presentation skills.

  • Demonstrated skill in Microsoft Word, PowerPoint and Excel with advanced ability in one or more production skills such as technical editing, graphic creation, or document layout

  • U.S. Citizenship status is required

Desired skills:

  • Proven experience successfully driving change.

  • Familiarity with applying company branding

  • Demonstrated experience in managing geographically dispersed personnel.

  • Experience in the aerospace and defense industry.

Required Education:

Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience. In lieu of degree must have minimum 16 years relevant experience.

Requires practical knowledge in leading and managing the execution of processes, projects and tactics within one work area.

Typically has broad knowledge and skills within a specific technical or professional discipline with understanding of the impact of work on other areas of the organization.
