 Position Title:  Criminal Justice Services Program Analyst

 Organization:  Department of Criminal Justice Services Department

 Pay Rate:  $28.23 per hour to $29.89 per hour

 Position Type/Status:  Regular, Full-time, Non-exempt

 Closing Date:  May 31, 2024

Through a holistic and collaborative approach, this Department aims to continually improve our county’s criminal justice system by providing effective community alternatives, solutions, and services to increase community safety, reduce crime, and assist defendants in finding success.

The Criminal Justice Services Department works collaboratively with:

  • Lewis and Clark County District Court;
  • Lewis and Clark County Justice Court;
  • Helena Municipal Court;
  • State of Montana City Court, East Helena Municipality;
  • Helena Police Department;
  • Lewis and Clark County Sheriff’s Office;
  • Lewis and Clark County Attorney’s Office;
  • Lewis and Clark County Youth Probation Office;
  • Department of Corrections Adult Probation and Parole Bureau;
  • Office of the Public Defender, Region IV.

Duties

·         Collects, summarizes, aggregates and analyzes local, cross-systems criminal justice data;

·         Point person and project manager for implementation of new, and improvement to existing data systems;

·         Tracks data and trends and develops strategies to create and maintain effective and efficient criminal justice programs;

·         Identifies and works with other local and State government performance measures reports;

·         Performs comparative data analysis to evaluate program success rates;

·         Updates and Maintains Department Web Pages on a regular basis;

·         Updates and Maintains Data Dashboards;

·         Updates and Maintains the Department Annual Reports, Quarterly newsletter, brochure(s) and other marketing materials;

·         Supervises the closing of Pretrial Program cases to ensure accurate data reporting;

·         Performs grant expenditure tracking and reporting duties;

·         Project coordinator for the State Pretrial Program Pilot project and Criminal Justice Data Initiative;

·         Lead worker for Court Services Assistant with ability to perform Court Service Assistant duties if required;

·         Maintains case files and databases;

·         Composes and compiles report for various entities and stake holders;

·         Prepares financial reports;

·         Purchases program and office supplies, codes and pays invoices, invoices grantors, and tracks and reports fiscal information on all grant related funding;

·         Prepares reports for, and assists with, the annual budget process;

·         Staff support to Criminal Justice Coordinating Council (CJCC) and Citizens Advisory Committee (CAC).

Other Duties

·         Attends meetings, conferences and workshops as requested;

·         May conduct crisis intervention as needed;

·         May attend and testify in court and before administrative bodies on behalf of defendants.

Qualifications

The knowledge, skills, and abilities required for this position are typically acquired through the combinations of education and experience equivalent to:

·         Bachelor’s degree in statistics, data analytics, business analytics, or project management;

·         Two (2) years’ experience in policy analysis, data analysis, research work or quality assurance;

·         Must obtain 24 hours a year of job-related training, at least eight (8) hours of which must include training on mental health disorders and recovery from mental health disorders.

Special Requirements

Must pass criminal background check.

Physical Demands

Must be able to move or lift documents and materials weighing up to 10 pounds, operate standard office equipment, and attend meetings at off-site locations.  Local travel is required during the business day; occasional out-of-area and overnight travel may be expected.
