Marketing Statement:
Metro is seeking a Senior Director, Safety Assurance who is a dynamic, strategic leader and an experienced, highly organized and effective senior manager, with a proven track record of delivering results across multiple programs and teams. This role leads multiple offices in the Department of Safety, namely Safety Investigations, Operations Safety Oversight, Safety Data & Analytics and Safety Certification. Metro is in the process of delivering and maturing the Safety Management System, and the successful applicant will have the opportunity to build on existing achievements and also drive the whole agency forward to change the way Metro identifies, assesses and manages safety risk, leading transit in North America at the same time.
Minimum Qualifications
Education
Bachelor's degree in Transportation, Safety Management, Systems Engineering, Engineering, Business or Public Administration, or a related field
Experience
Minimum ten (10) years of experience in a mass transportation system or large, complex operational organization to include minimum five (5) years of senior management and supervisory experience in a safety-related or investigative function
Certification/Licensure
Valid motor operator's license issued from the jurisdiction of residence
Preferred
Master's degree in Transportation, Safety Management, Systems Engineering, , Engineering, Business or Public Administration, or a related field
Certified Safety Specialist or Certified Safety & Security Director designation from the World Safety Organization
Specific subject matter expertise preferred in the following areas: Human Factors, MIL-STD-882E, Occupational Safety and Health, Systems Engineering, Auditing and Just Culture.
Transit Safety and Security Program (TSSP) Certificate designation from the Transportation Safety Institute.
Certified Safety Professional (CSP) of Certified Associate Safety Professional (ASP)
Professional Engineer (PE)

Job Summary
The Senior Director of Safety Assurance is a key member of the Department of Safety leadership team. This role includes a portfolio of responsibilities centered around leading the development and implementation of Metro¿s Safety Management System (SMS) in accordance with the Agency Safety Plan (ASP). Specifically, the incumbent is responsible for developing and leading teams, focused on continuously improving safety investigations, safety oversight, and safety data analysis as part of developing and advancing the Safety Assurance component of Metro¿s SMS.
The outcome of this leader¿s effort is an SMS that ensures hazards are professionally identified and managed, risk mitigations are sustainably developed and complied with, and the impact of those mitigations are measured. The incumbent ensures incidents trigger investigations and trends trigger root cause analyses and other types of management intervention. Findings result in corrective actions that effectively mitigate the risk of recurrence. The incumbent manages the Safety Assurance function to ensure results flow into Metro¿s Operations through Safety Committees and embedded Safety Risk Coordinators, providing a closed-loop, systematic approach that drives proactive Safety Risk Management. This includes monitoring systems for compliance and working collaboratively to lead and drive the effort to establish methods to verify that existing procedures are sufficient and to identify continuous improvement opportunities to mitigate risk.
Essential Functions
Develops, leads, and manages a variety of teams organized around the effort to develop and implement the Safety Assurance component of SMS. Directly oversees and provides guidance and direction to teams performing Safety Data Analytics, Safety Incident Investigations and Operational Safety Oversight functions.
Influences senior leaders throughout operations on strategies to comply with processes, policies, and best practices, improving WMATA¿s safety performance and meeting internal and external expectations.
Works with the various lines of business and functions throughout operations to increase consistency by conducting internal benchmarking and sharing best practices regarding Safety Assurance.

Applies subject matter expertise in Human Factors, Safety Assurance, Auditing (ASQ Certified Quality Auditor), Data Analytics, Construction Safety, Safety Engineering, Incident Investigation and Military Standards (MIL-STD-882E) to design and build the mechanics of Metro¿s SMS.
Orchestrates a wide range of complex projects and commitments with a proven record of delivering results on time and within budget.
Represents WMATA as a primary liaison on safety investigations concerning various federal, state, and local agencies/commissions, including but not limited to; the Washington MetroRail Safety Commission (WMSC), Federal Transit Administration (FTA), Occupational Safety and Health Administration (OSHA), Federal Motor Carrier Safety Administration (FMCSA), and the National Transportation Safety Board (NTSB).
Develops and oversees comprehensive inspections of safety compliance programs to ensure adherence with FTA, WMSC, OSHA and applicable International Organization for Standardization (ISO) requirements.
Ensures the coordination of all Rail, Bus and MetroAccess safety related investigations and incidents reporting with external parties and/or regulatory agencies including: National Transportation Safety Board (NTSB), Occupational Safety and Health Administration (OSHA), Washington MetroRail Safety Commission (WMSC) and the Federal Transit Administration (FTA)
Simplifies the complex by synthesizing data and information from a variety of sources to provide comprehensive status on SMS progress at a glance.
Applies the managerial skills needed to adjust plans as lessons are learned and when circumstances require creative solutions to sustain progress while facing adversity.
Develops key performance indicators and metrics that measure performance and enable informed decision making.
Coordinates a wide range of complex programs, projects, and initiatives to improve safety assurance delivery.
Maintains highly effective, professional relationships with key stakeholders, including but not limited to the Chief Safety Officer, senior management across Metro including the Executive Management Team, and the Washington Metrorail Safety Commission.
Reviews existing compliance assessment programs including proficiency testing programs to identify opportunities for improvements to WMATA operations and maintenance procedures.
Leads workshops and discussions with supervisors and training instructors, to assess the performance of procedures.
Develops mitigation monitoring plans to help ensure departments document and perform monitoring activities, to confirm that mitigations are effective, appropriate, and fully implemented.
