Job Summary: Responsible for planning, programming, and execution of capital improvements for the Navy Exchange Service Command, including the development and implementation of project planning/programming processes, and execution and monitoring of capital improvement and facilities sustainment projects to meet the Command's strategic objectives. Manages over 100 personnel, maintains over 21 million SF of retail and hospitality space, and plans, budgets, and executes a $150M to $200M capital improvement portfolio for a worldwide retail/hospitality company with 13,000 employees, 300 retail locations, over 450 lodging facilities, and $3B in annual revenue.Duties and Responsibilities:

OVERALL PROGRAM/OPERATIONAL MANAGEMENT:
- Reports to Chief Executive Officer, Navy Exchange Service Command (NEXCOM) and is responsible for overall management of the NEXCOM Facilities Department.
- Responsible for work accomplishment of 30 headquarters personnel, including licensed Professional Engineers/Registered Architects and approximately 75 field personnel, and management of over $4M in engineering work.
- Plans and executes a $100M to $150M annual capital improvement budget with $150M - $200M in active projects under management, including planning, programming, budgeting, and monitoring of design/construction expenditures for both major and minor construction projects.
- Directs the work effort of multiple facility teams via subordinate Facilities Engineering and Execution division director. Directs the work efforts of subordinate division directors in Design and Construction, Facility Planning and Programming, and Facilities Contracting.
- Coordinates with NEXCOM Executive Committee Members, Senior Vice Presidents, District Vice Presidents, and General Managers as needed to develop strategic objectives, improve planning/programming processes, and execute capital improvement and facilities sustainment projects.
- Coordinates with senior level personnel at the Installation, Region and Headquarters levels, including Public Works Officers, Installation Commanders, Regional Commanders, Flag level membership of the MWR/NEX Board of Directors, and Flag equivalent personnel within the Navy and DoD.
- Briefs Flag level leadership on Capital Improvement plans and programming processes at the NEXCOM, Navy and OSD headquarters levels, and with Congressional staff.
- Provides capital improvement support to the NEXCOM Hospitality Group (NHG), including project development, contract execution, coordination with Installation, Region, and Navy Headquarters personnel, and execution of major design and construction projects.
- Manages a global in-house construction force that completes over $15M in annual construction and equipment installation work.
- Responsible for personnel management for the Facilities Department, including organization, hiring, and all other required personnel actions. In addition, provides recommendations on hiring of overseas facilities personnel to assist the overseas District Vice presidents.
- Responsible for implementing NEXCOM's Green, Sustainable Facilities initiatives, Energy/Resource Conservation, Construction Safety, and Facilities Department HR Programs.
- Principal liaison with Navy Installations and Regions to resolve facilities sustainment and host/tenant issues. CAPITAL
PROGRAMMING:
- Develops programming processes to support command strategic objectives, including programming metrics, resource models, and capital improvement plan recommendations to the Facilities Planning Board, comprised of the CFO, CMMO, and SVP Ops. Presents staffed and coordinated proposals for CEO review/approval, and higher-level approvals as required.
- Supports facilities asset management functions for NEXCOM, including development, maintenance and sustainment of NHG assets for which NEXCOM holds maintenance funding and execution responsibilities. Provides input to NEXCOM program owners to inform sustainment and modernization requirements.
- Develops and implements resource models to ensure funds are available to support current and future capital improvement requirements and to guide the development of NEXCOM Facilities capital improvement plans.
Duties and Responsibilities
- Coordinates with Navy facilities experts to ensure NEXCOM capital model and resource allocations fit within the overall Navy/DoD facilities management framework.
- Develops and implements programming metrics and algorithms to assist in selecting projects to meet NEXCOM's capital improvement goals/objectives.
- Develops future project planning/execution projections to determine if adequate in-house and contract resources are available to accomplish capital improvement work.
- Develops and maintains facility condition assessment tools to support the capital improvement project planning/programming process.
PROJECT PLANNING:
- Coordinates the fielding, operation, and management of an electronic project management system to track, manage, and guide investment decisions and project execution. Ensures workflow and processes remain current and responsive to requirements, auditing needs, financial integrity/accuracy, and leadership visibility.
- Responsible for all project planning, including adherence to NEXCOM standards, Navy requirements, and end-user needs. Develops and maintains retail/service facility prototypes and standards to ensure consistent designs that meet the needs of the organization. Develops and maintains project execution tools, specifications, and standards to achieve process consistency, gain economies of scale, and ensure accuracy of project plans and specifications.
- Coordinates with Navy Installations and Regions to develop NEXCOM capital improvement projects consistent with or to inform installation Master Planning efforts.
- Monitors major and minor project planning to ensure the most cost-efficient, effective execution tools and methods are employed to accomplish the work.
- Attends conferences and professional forums to determine the latest in design/construction best practices for Navy/DoD facilities and presents on behalf of NEXCOM to share best practices with other facilities professionals.
PROJECT EXECUTION:
- Oversees the development of in-house and contracted scopes of work, government cost estimates, acquisition plans and required supporting documentation for NEX and NHG minor and major construction projects.
- Coordinates with internal stakeholders to ensure projects meet NEXCOM operational requirements as well external NAVFAC and other execution agents to improve processes and develop/implement acquisition plans for NEXCOM major projects.
- Develops resource plans and schedules required to execute major and minor projects.
- Monitors construction and provides progress reports, metrics, and financial tracking for all NEXCOM capital projects.
- Monitors, directs, and guides design processes to ensure compliance with NEXCOM standards. Reviews design documents to ensure compliance with NEXCOM operational requirements and standards.
- Coordinates with NAVFAC and other design agents in the field to resolve issues during design/construction.
CONSTRUCTION CONTRACTING:
- Oversees direction and management of construction/facilities contracting in support of NEXCOM operational requirements.
- Establishes and maintains an in-house facilities construction and architect/engineer contracting capability consistent with established authorities. Develop staffing and training plans, policies and procedures, workflow, and controls for the implementation and operation of this new procurement team.
- Provides direction on the classification of work and the organization responsible for execution regarding construction scopes of work.
- Requires Secret (S) Security Clearance.
- Performs other related duties as assigned.
The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.
Requires a total 7 years of experience as indicated below:
GENERAL EXPERIENCE: Bachelor's degree in Engineering, accreted by the Accreditation Board for Engineering and Technology (ABET) or a Bachelor's degree that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration; Written Test, Engineer-in-Training (EIT) examination, or the written test required for professional registration; Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences; Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in architecture, including at least 1 year of professional engineering experience under professional engineering supervision.
SPECIALIZED EXPERIENCE: 7 years of progressively responsible experience in structural engineering that provided a background in managing facility construction projects, including oversight and direction of design, planning, budget management, project management, coordination, and construction services needed to develop and execute facility and utility requirement plans for the full range of projects, resolution of complex problems and supervision of human resources.
