The Opportunity:

We are looking for experienced, innovative and motivated IT Specialists to support enablement of USAREUR-AF and their Mission Partners mission objectives.

Project Manager, Journeyman. This position is in support of the USAEUR Mission Partner the PP&P located in Wiesbaden, Germany. This position is located OCONUS.
Responsibilities:
- Manages complex IT and communication system projects assigned by either the PM, the MP Lead, or the Government, including project requirements, scope, budget, schedule, and performance, in support of the USAREUR-AF EMITS 2 program
- Manages mission system services, including lifecycle management, engineering, integration, and sustainment of required systems and ensured connectivity
- Develops project planning schedule that addresses the strategy, logistics, and resources required to successfully complete IT and communication system projects
- Develops project Work Breakdown Structures (WBSs) and project schedules that identify key project milestones and provides critical path information
- Manages projects in accordance with the EMITS 2 Program Management Plan, including risk and communications management and quality management
- Coordinates with the MP Lead to identify and assign qualified and trained personnel
- Develops and manages a procurement strategy that processes required Requests to Initiate Purchase (RIPs) in a timely manner and has the required export licensing and international transportation to ensure required supplies are available at the right time and right place
- Monitors, adjusts, and reports on the project's performance, budget, and schedule
- Provides interim progress reviews to the Government on an as-needed basis
- Assists with proposing, implementing, and enforcing Government policies, standards, and methodologies and is responsible for either developing or supervising the preparation of studies, reports, and acquisition documents
- Evaluates performance results and recommends major changes affecting short-term project growth and success
- Possesses and applies expertise on multiple complex work assignments
- Operates with appreciable latitude in developing methodology and presenting solutions to problems
Qualifications:
Required:
- Currently hold an adjudicated Secret Clearance with the ability to maintain it
- BA/BS +4-7 years experience
- Certification - Approved DoD 8140 cyber-related certification or Applicable degree ABET accredited/CAE designated or Training
- Demonstrates proficiency in managing IT and communication system projects of small to medium complexity, preferably within Government or military settings.
- Possesses solid knowledge of project management methodologies, including scope definition, budgeting, and scheduling for small to moderate-size IT initiatives.
- Exhibits skill in developing project plans, WBSs, and critical path analyses for operational systems.
- Manages lifecycle processes for IT systems, including integration and sustainment across select locations.
- Shows competence in procurement strategies, including familiarity with export requirements and transportation logistics.
- Demonstrates ability to coordinate with leadership to assign qualified personnel, propose and implement Government policies and standards, and prepare comprehensive studies, reports, and acquisition documents.
- Communicates effectively with Government stakeholders and team members, monitoring project performance and making necessary adjustments.
- Evaluates performance results and recommends major changes affecting short-term project growth and success.
- Possesses and applies expertise on multiple complex work assignments.
- Operates with appreciable latitude in developing methodology and presenting solutions to problems.

The proposed salary range for this position is:
$75,200 - 158,100 USD
