- Location: Greater Toowoomba Waste Management Facility (WELLCAMP QLD 4350)
- Employment Type: Temporary Full-Time (Until 31 December 2029)
- Salary: $112,420.03 – $119,173.77 + 17.5% leave loading + up to 12.65% superannuation

Are you passionate about waste minimisation and inspiring real change in your community? Join Toowoomba Regional Council’s Waste Services Branch in this newly created, purpose-driven role designed to foster smarter waste habits across our region.
As Principal Waste Education & Behaviour Change, you will lead the design and delivery of targeted education programs and behavioural campaigns to support waste avoidance, resource recovery and sustainable practices—helping us deliver on our vision for a sustainable, low-waste future.
About the Role
Reporting to the Manager Waste Services and working closely with the Principal Waste Strategy & Planning, you’ll take the lead on:
- Developing, reviewing, and implementing Council’s Waste Education and Behaviour Change Strategy.
- Designing and delivering education programs for residents, schools, businesses, and community groups.
- Coordinating community engagement activities including workshops, campaigns, and events.
- Promoting waste reduction initiatives through digital and traditional channels.
- Providing expert advice to internal stakeholders on education and marketing best practice.
- Managing education-related budgets, contracts, and project outcomes.
- Driving continuous improvement and measuring the impact of programs using research and data.
- Representing Council at external forums and building professional networks to amplify our impact.

About You
You are a confident communicator, experienced project manager, and sustainability advocate who thrives on engaging with people to drive behaviour change.
You will have:
- A degree in environmental education, waste/resource management, behaviour change or a related field.
- 5+ years’ experience in delivering education, marketing or behaviour change initiatives.
- Strong project management skills and the ability to plan, deliver and evaluate programs.
- A sound understanding of waste avoidance, recycling, circular economy principles and environmental sustainability.
- Excellent stakeholder engagement and communication skills – written, verbal and digital.
- A current ‘C’ Class Driver’s Licence and a General Safety Induction (or ability to obtain).
- Desirable: Project management or communications/marketing qualifications.
