Job DescriptionUS CITIZENSHIP REQUIRED
We are seeking an experienced and skilled Mission Subcontracts Team Manager to lead a team of seasoned subcontract professionals in managing complex critical development and non-development mission subcontracts. The successful candidate will be responsible for overseeing the entire subcontract process, from proposal development to contract closeout, ensuring compliance with company policies, government regulations, and contractual requirements. This is a senior leadership role that requires extensive experience managing complex cost reimbursable development subcontracts in support of critical program missions.
The Operations Strategic Capabilities Unit plays a fundamental role in enabling efficient business and program execution - from strategic capital investments, industrial operations and an efficient supply chain, to state-of-the-art manufacturing and test operations and top-notch facilities management.
The Integrated Supply Chain team has a direct impact on program success, acting as a critical chain that links the end-to-end material flow together. Our organization helps propel us forward and achieve true mission partnership.
What You'll Do:
- Lead a team of experienced subcontract professionals, providing guidance, coaching, and mentoring to ensure the team's success.
- Foster a culture of collaboration, innovation, and continuous improvement within the team.
- Empower team members to take ownership of their work and make decisions, while providing guidance and support as needed.
- Provide strategic direction and oversight of complex critical development and non-development cost reimbursable and fixed price mission critical subcontracts.
- Develop and implement strategies to improve subcontract performance, including proposal development, contract negotiation, and subcontract administration.
- Provide financial oversight and management of subcontracts, including managing funding, tracking supplier spend plan, milestone payment plans, cash flow, and monitoring variances.
- Oversee the entire subcontract process, from proposal development to contract closeout, ensuring compliance with company policies, government regulations, and contractual requirements.
- Provide guidance and support to subcontract professionals on supplier sourcing, soliciting, and evaluating proposals.
- Ensure that supplier evaluations are conducted in accordance with company policies and procedures.
- Provide guidance and support to subcontract professionals on identifying and managing supplier risk and opportunities to achieve program objectives.
- Ensure that risk assessments and mitigation strategies are developed and implemented in accordance with company policies and procedures.
- Provide oversight and management of supplier performance throughout the contractual lifecycle.
- Ensure that supplier performance issues are identified and resolved in a timely manner.
- Collaborate with cross-functional teams to develop and submit high-quality subcontract proposals that meet customer requirements and company goals.
- Ensure proposal content is accurate, complete, and compliant with government regulations and company policies.
- Maintain a regular and predictable work schedule.
- Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
- Perform other duties as necessary.
Working Conditions:
- Work is performed in an office environment, laboratory, cleanroom, or production floor.
Required Education, Experience, & Skills
- Bachelor's degree plus 12 or more years related experience.
- Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
- A current, active TS/SCI security clearance is required with the ability to obtain and maintain a TS/SCI Polygraph.
- Ability to effectively relate with others and cooperate as a team member.
- Ability to build effective relationships at all levels of the organization, using solid interpersonal organizational and communication skills.
Pay Information
Full-Time Salary Range: $154815 - $263185
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
