Description
Plans and directs the various financial activities of the Finance Department including Treasurer’s Operations, implementing and maintaining the control expenditure accounting system for the City of Plymouth. Plans, directs, manages and coordinates activities of the department divisions which include Accounting, Assessing, Finance and Treasurer. Establishes standards and methods for accounting procedures to record, control and report on funds received from various sources, all expenditures and current assets and liabilities. Reviews the financial activities of other departments regarding budget preparation and subsequent control, debt and risk management, investments, internal auditing and all associated reporting. Oversee all revenue collection including taxes for the City and various entities. This is a department supervisor level position reporting directly to the City Manager.
Requirements
Leads, manages, controls, and directs all activities and personnel of the Finance Department in accordance with Department Standard Operating Procedures, union contracts, City and policies and procedures and the Standard Practice Guide.
Directs the internal financial controls and ensures the financial operation and reporting requirements are in compliance with applicable federal and state laws, policies and accounting standards. Maintains the system in sufficient detail to produce adequate cost, financial and statistical data for management purposes and to meet statutory requirements, including the assurance of adequate information technology controls.
Interviews, trains, monitors progress, reviews performance and provides feedback for department staff through counseling, performance evaluations or corrective action. May assign some of these functions, including performance evaluations, to be completed by the Division Heads. Approves and issues discipline when necessary.
Coordinates activities with other department heads to obtain data and directs the annual budget preparation process for Commission approval. Monitors and analyzes expenditures throughout the fiscal year to maintain approved budget.
Prepares and analyzes financial statements, cost reports along with statement of receipts and expenditures for use by City Administration.
Supervises and participates in Treasury functions including the billings, collections, remittances, tax reconciliations & settlements, special assessment billings, cash management and control.
Reviews controls and procedures of the financial system to ensure that expenditures do not exceed appropriations and that purchasing policies and procedures are followed by City departments.
Coordinates the activities and functions of the Accounting, Assessing and Treasury Divisions of the Department in support of the City's accounting system for financial control.
Coordinates audit activities within the organization and with outside auditors.
Responsible for the oversight of payments of approved purchases and expenditures within the City.
Manages the City’s Investments and works with eligible financial institutions in accordance and in compliance with the City’s adopted Investment Policy.
Supervises and participates in the compiling of various reports to other governmental agencies, as well as to the City Commission. Periodically reviews routine reports and all special reports before they are released.
Meets frequently with department heads, state and federal officials, and conducts correspondence regarding financial matters.
Reviews and coordinates the City's risk management system to ensure the broadest possible liability coverage as a means to prevent and/or handle unexpected liability and property losses.
Keeps abreast of current and pending legislation and changes in governmental accounting standards. Maintains applicable knowledge and skills through membership, participation and training from relevant professional organizations and associations.
Serves as a liaison to the City’s Brownfield Redevelopment Authority and Economic Development Authority.
Manages the City’s Debt and works with the City’s Financial Advisors and Bond Counsel.
Plans and directs the preparation of the City Budget and administers the Budget after it has been adopted.
Plans and coordinates the design and installation of financial management systems.
Maintains detailed accounting records according to accepted accounting procedures.
Verifies and analyzes financial records, reports and statements.
Supervises accounts payable and fixed asset inventory.
Schedules training and staff development.
Develops and proposes the compilation of the annual operating and capital improvement program.
Develops and prepares a variety of financial forecasts.
Coordinates the annual external audit of the City's accounting system and all internal control procedures for the City.
Meets with City Officials, Department Directors, other employees and the public relative to areas of responsibility.
Presents written and/or oral briefings to the City Manager and City Commission on financial matters as may be required.
Attends meetings of City boards and commissions and other meetings as assigned.
Performs other duties as assigned.
Submit to the Mayor and the Commission a monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the City.
Prepare for the Mayor and the Commission after the close of each fiscal year a complete financial statement and report.
Provide for the examination and approval of all contracts, orders and other documents by which the City government incurs financial obligation, having previously ascertained that monies have been appropriated and allotted and will be available when the obligation shall become due and payable.
Keep a system of accounts which shall conform to such uniform system as may be required by law.
Perform such other duties as may be prescribed of him by State Law, this Charter, the Code ordinances of the City, the Mayor or by the Commission.
