- Assistant Finance Director
Description
General Summary: Under the general supervision of the Director of Finance, is responsible for the day-to-day operations of the City’s payroll, accounts payable, accounts receivable, cash receipting, and general ledger functions. Responsible for managing the day-to-day operations of the Community Development Department and the Department of Public Works Fiscal & Utility Billing Group. Represents the Finance Director in his/her absence.
Overall responsibility for the integrity of the City’s financial software including maintenance, upgrades and training.
Assist and advise City departments in providing meaningful financial information in an effective and timely manner.
Develop, plan and implement accounting policies and procedures as required by federal, state and regulatory agencies.
Prepare and submit required payroll reports and data including monthly, quarterly and annual tax reports and payments. Responsible for year-end payroll procedures including W-2 generation and distribution.
Maintain and update Finance Department information on the City’s website including compliance with State of Michigan Public Acts.
Provide primary assistance to the City’s auditors during each annual audit including assisting departments with closeout procedures and the preparation of required audit schedules.
Assist the Finance Director in the annual budget process. Develop budget estimates and review the Community Development Department annual budget requests.
Responsible for the verification and entry of all journal entries posted to the general ledger.
Responsible for the billing and collection of the City’s Payment In Lieu Of Taxes program.
Responsible for maintaining the defined pension plan account balances of city employees including the preparation of annual employee pension plan statements.
Responsible for reporting employee and employer contributions to the defined contribution plans and health savings plans.
Responsible for the calculation of the Housing Code Inspection rate as-needed and related report and schedules.
Maintain the accuracy of cash and receivable balances through monthly reconciliations to the general ledger.
Performs the duties of the Finance Director on a temporary basis during his or her absence.
Completes special projects as requested and performs related work as assigned.
Requirements
Minimum Qualifications and/or Requirements: The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position. Reasonable accommodations may be made to enable individuals with disabilities to perform the job. A Bachelor’s degree in accounting (CPA designation preferred). A minimum of five (5) years of experience in governmental accounting. Auditing experience desired. Knowledge of the methods and approaches to administrative management, including personnel supervision. At least two years of successful experience supervising staff in the performance of accounting-related duties. Skill in use of general office equipment, including computers. Proficient in Microsoft Office products. Experience in BS&A software desired. Ability to perform mathematical computations with speed and accuracy. Skilled in oral and written English language communications. Ability to work independently to initiate and implement accounting methods and procedures and exercise discretion related to the handling of confidential information. Ability to interact professionally and constructively with other financial professionals, administrators, other employees, elected officials, and the general public. Ability to create presentation graphics and to prepare and make formal presentations related to duties. While performing the duties of this job, the employee is regularly required to communicate in person and by telephone, read regular and small print, sit, use limited mobility in an office setting, use manual dexterity to type and enter data, and use sight to read and prepare documents and reports. The typical work environment of this job is a business office setting, where the noise level is quiet. Some mobility required to travel between two offices in adjacent facilities.

Must be physically and mentally able to perform the essential duties of their position without excessive absences.

Grade/Salary: 8 $81,701 - $110,310
